- Whisk first 6 ingredients in a bowl until you have a thick pancake-like batter. Add more milk as needed to obtain the perfect thick consistency.
- Pre-heat a non-stick skillet on medium-low heat and spread some butter.
- Pour enough batter to make large blini pancakes. Cook until bubbles appear and flip. Then cook a couple minutes more. Make all three large blinis and set aside to cool.
- Use cookie cutters to cut the shape of your choice of blini. Cut the same shapes with the smoked salmon and place on top of blini shape. Sprinkle with toppings before serving.
- Note: You may also make mini-blinis and serve them as-is with the smoked salmon and toppings on the side.
